Revert "[wptrunner] Plumb `--wrapper` to `wpt run --debugger{,-args}`"
This reverts commit 6fc3f6a9b068450b0eec883d41c4f5d3ca4c14bb.
Reason for revert:
Broke `run_web_tests.py --wrapper` (crbug.com/1483301)

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
