[bfcache] Update comment in BackForwardCacheMetrics The enum for BFCache metrics was moved to another folder by the CL: If93d4a205bf1db4a30b921f4c90ae3c30d2cba80. So, updating the comment accordingly. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
