[Test Reviver] Add a reviver builder for real device coverage. Offset the off-peak hour 1 hour late due to daylight saving time adjustment recently. Resource wise: http://shortn/_YRrqRYpclL, we still have hundreds of available devices during off-peak hours. Try to run 3 times first. If no issue, we can increase to 5 later. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
