MPArch GuestView: Inform TestFrameNavigationObserver of guest loads The loading state of the guest frame tree does not affect the load state of the WebContents, so WebContentsObserver::DidStopLoading does not happen. We introduce a test specific observation of a guest's load to allow TestFrameNavigationObserver to work with a guest frame. This, combined with the previous CL which gets renderer initiated navigation working, allows us to enable a number of <webview> tests running with MPArch. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
