Flatten out autofill suggestion generation payload. The CL modifies the autofill suggestion payload from a nested std::variant into a flat version with all the atomic classes at the first level. This is done in an effort to simplify the logic to make it consistent and more extendable. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
