Use ScopedAHardwareBufferFenceSync for overlays instead of GLImage On Android we used fake GLImages to provide it for overlays, but the only function that was called on that image is GetAHardwareBuffer(). This CL passes ScopedAHardwareBufferFenceSync to ScheduleOverlayPlane and unsubclasses our fake images from GLImage. Further cleanup is possible, but it's more tricky due to how we work with fences, so it will be done in follow-ups. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
