Allow packages to be added to sysroots without requiring a rebuild Most sysroot changes are package additions where a rebuild is not necessary. This CL changes the hash that gets added to the compile command lines to a "key" made up of the repo archive timestamp and a counter that's used to force rebuilds. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
