Revert "[PwdEditAndroid]Don't handle text changes before the model is initialized" This reverts commit ef80ae82594fad3297011c281a28c5378a6b39f7. Reason for revert: This doesn't fix the issue. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
