[Ozone/Wayland]WaylandScreenCoordinatesEnabled takes no effect if server doesn't support it lacros-screen-coordinates-enabled is a flag that users can turn on, if the flag is on running against ash that doesn't support the protocol version lacros will run into protocol error and crash on window startup. Don't send requests if it detects ash's aura-shell version is too low. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
