Help app: Add is_steam_allowed flag to GetDeviceInfo. This flag will be used by the Help app to show relevant content for devices that are allowed to install Steam. Example: how to setup Steam and suggested games that will work well on ChromeOS. Also added a unittest for HelpAppUIDelegate. Tests for the other methods will be added in the future. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
