Remove ActiveDirectory code from BrowserPolicyConnectorAsh As documented in crrev.com/c/4463118, it is safe to assume that InstallAttributes::IsActiveDirectoryManaged() always returns false. This CL removes respective active directory related code blocks. It also removes a browser test from chrome/browser/ash/policy/active_directory to break a circular dependency. Note that we intend to remove ALL files from that directory in b/274762979 anyway. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
