[M103][UPM] Use LoginsOrErrorReply for FillMatchingLoginsAsync Change the PasswordStoreBackend interface definition to explicitly report error instead of empty response. This is needed to notify the backend callers on the occurred error. Errors occurred in the Android-specific GMS backend will be used to retry the operation on the local backend. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
