[Extensions c2s] Reimplement tests for ExtensionsMenuAccessControl(10/n) A new extensions toolbar and menu is being implemented under feature flag kExtensionsMenuAccessControl (crbug.com/40879945). To enable this feature, we need to re-implement tests that verify existent extensions toolbar functionality. We don't parameterize the existent test because the UI is different and we can use a better test framework (kombucha). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
