v4l2: Enable secure playback mode

This was reverted because it was breaking normal playback due to the
lack of the CTRL in ToT. It's been changed to only use that control when
doing secure playback to assist with development of this feature.

This enables secure playback both ways; using the CTRL and also the V4L2
memory flag. Lack of support for either of these will not cause a
failure, so this won't need to be changed when we shift from the CTRL
to the flag. Later after we shift to the flag I will remove the CTRL
code.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
