shortcuts: Improve a11y of app main page.

This CL improves a11y of the app main-page when customization is
enabled. The updates include:
* Add aria-label for the accelerator-row similar to search-result-
  row.
* Add aria-label for edit-button.
* Move common functions in acceleartor-row and search-result-row to
  shortcut_util file for cleaner code.
* Remove aria-label in `input-key` and replaced it with described-by.
  aria-labels are typically used for interactive elements.
  Additionally,since 'accelerator-view' already contains an aria-label
  now that can be used in tast-tests, this change helps avoid the issue
  of ChromeVox announcing the accelerator twice.
* Update unittest to reflect the changes.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
