full_restore: Fix BrowserFrameAshTest.SnappedWindowSaveBounds. The test is failing if the full restore feature is enabled. The reason is that closing a browser window is async, so we need to wait until it is fully closed before opening a new browser window, otherwise the bounds are not correctly saved. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
