Run WPTs against the TFLite backend in the WebNN service In the current WebNN implementation the renderer process only uses the WebNNContext interface when the developer asks for the "gpu" device so for now, for testing purposes, Linux will use the existing XNNPACK WebNN implementation for "cpu" and the new TFLite implementation for "gpu". For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
