[PWA] Remove old OS integration APIs This CL removes the old OS integration APIs in favor of only the Synchronize() calls remaining (and some other APIs like WebAppRegistrar observers). This also cleans up the FakeOsIntegrationManager to some extent, but there are certain dependencies that are set on the OS integration manager that will be cleaned up in a future CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
