DOM Storage: add improved CommitSizeBytes metric. The old metric is getting logged more often when coalescing is enabled than when it's disabled, even though there are fewer LevelDB write batches in total. The new metric should accurately reflect the reduced number of LevelDB write batches. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
