Revert "Replace LaunchService's OpenApplication with AppService interface." This reverts commit 527adae28d8cdaaa1ca79b6919edb3ff041faa88. findit revert something badly, so I have to revert it. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
