RawDraw: fix tile size calculation problems

Sometime tile size calculator get an area which is long in one
direction, but very short in the order direction, and the
base_tile_size is (0x0). In this case, the calculator will split
the area to many very small tiles. Having too many tiles affects
raw draw performance. This CL will detect this case, not split
those kind of areas.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
