file_system_provider: add DiversionBackendDelegate Policy

Before this commit, "should this file be diverted" was a boolean. After
this commit, it is a 3-value enum: no, yes (isolated) or yes (mingled).

The old false / true behavior is equivalent to the new no / yes
(mingled) behavior. The yes (isolated) behavior has no equivalent
counterpart (in the "before this commit" code), but existing diversions
("*.crdownload", "*.crswap") have been flipped to use yes (isolated)
instead of yes (mingled), as isolation is better for temporary files.

Nothing "in production" uses what's now called yes (mingled), but future
commits may do so. To keep test coverage, this commit also introduces a
new "*.cros_divert_mingled_test" suffix pattern, which in practice
should only trigger for testing.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
