[iOS] Fix bug when entering split screen while fullscreen is active

The root cause of the bug was that, when split screen became active, the
primaryToolbarOffsetConstraint.constant was set to the new value first,
but then -addConstraintsToPrimaryToolbar created a new constraint,
resetting the constant value back to 0.

This CL fixes the bug by updating the tab strip and toolbar whenever
changing from compact to non-compact toolbar in either direction,
instead of only when going from compact to non-compact.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
