Disable WebAppLinkCapturingBrowserTest.AboutBlankNavigationCleanUp on ChromeOS.

It's causing the linux-chromeos-chrome builder to flake frequently
(probably > 50%). Once this CL lands, we'll reassign to the test
owner to have a look.
