Reuse macOS notification service in-process This removes the duplicated macOS notification API implementation from //c/b/notifications and reuses the one we already have for alerts in //c/services/mac_notifications. This drastically reduces complexity and gets rid of all the remaining code in //c/b/ui/cocoa/notifications. All the code in //c/b/notifications is now C++ only and will be renamed in a follow-up CL from *.mm to *.cc. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
