[Clank][Geo] Add a LocationPrecisionChooserController

This CL adds a controller to inflate a location precision chooser into
the one time geolocation permission prompt. The controller is also in
charge of loading the correct UI based on a prompt arm feature param.
This is feature guarded and tested with some pixel tests.

BYPASS_LARGE_CHANGE_WARNING: The logic part is not large
