[AXTreeFixing] Apply main node identification to AXTree with ScreenAI service This CL connects the AXTreeFixingServicesRouter to the underlying ScreenAI service, and requests main nodes to be annotated when they have not been annotated by the page author. The Router will call the ScreenAI service and plumbs the information to the WebContents, which updates the AXNode in the corresponding BrowserAccessibilityManager. This feature is currently hidden behind a feature flag, user pref, and accessibility setting. In upcoming CLs, we will abstract this to allow for more ways to fix the AXTree, and plumb information to the renderers. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
