Reland "webnn: Refactor the task environment setup defined in multiple places to the main webnn_test_environment class." Fix: testing::Test expect the task environment to be set up early on so let's make sure to keep it that way. Because of that we also need to make sure that webnn_test_environment does initialize its task environment early. Finally remove MOCK_TIME in the fuzzing test because it is for tests involving delayed tasks, but the underlying GPU scheduler does not support delayed tasks. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.
Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
