Cleanup/Renaming in preparation for larger refactoring

* Added name for wallpaper widget
* Renamed EndPendingAnimation to StopAnimating
* Renamed WallpaperWidgetController::property to GetWallpaperProperty().
  (It'll be delegated to wallpaper view in next CL).
* Added WallpaperView::proeprty(), instead of returning blur_sigma/opacity separately.
