[mullet m2] Fix CHECK crashes in the AutofillPopup.

This CL fixes 2 errors in PopupItemId type distinction:
* kEditAddressProfile should be considered a footer item.
* both kAddressEntry and kFieldByFieldFilling should be
considered expandable suggestions.
