Reland "Don't use custom script for ANGLE tests"

This is a reland of fcf8796ff8cafd0f68d978ebf497932cac75a612

Changes for the reland:
1. Fixes landed in ANGLE: crrev.com/c/3046764, crrev.com/c/3399045
2. Removes bot-mode arg, using test-launcher-bot-mode arg instead,
   which is added to the default test runner args by mb.py.
3. Removes redundant test name args
