[UPM] Record missing PasswordStoreAndroidBackend metrics.

This CL:
- starts to record latency and success metrics for
RemoveLoginsByURLAndTimeAsync, RemoveLoginsCreatedBetweenAsync &
GetAutofillableLoginsAsync
- adds missing metrics tests
- removes FillMatchingLoginsAsync.APIError &
FillMatchingLoginsAsync.ErrorCode that are not actually recorded.
