Add missing inline keyword for various constants in //chrome headers Follow guidance on https://groups.google.com/a/chromium.org/g/chromium-dev/c/OXxJy5L96jI/m/tRZHIeZwAgAJ and add the missing inline keyword so they only have one definition. Also rewrite: `const char* const kFoo = "foo";` to: `inline constexpr char kFoo[] = "foo";` Also flip `constexpr inline` to `inline constexpr` for consistency. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
