Update PolicyTestCase test_server_ to match Obj-C naming style The bots interpret `test_server_` as a test which wasn't run. See for example this run: https://ci.chromium.org/ui/p/chrome/builders/ci/iphone-device/30047/test-results Changing the variable name to `_server` matches the Obj-C naming style and fixes this issue by removing the test prefix. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
