Set the enterprise crash key using PlatformManagementService. New, expanded enterprise checks resulted in a 13ms perf regression during startup when setting the enterprise crash key. In order to keep the expanded (and more correct) functionality intact, the call to set the crash key has been changed to use PlatformManagementService which maintains a pref-based cache of the information. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
