webview: remove obsolete workaround for API <=23 On API24+ the implementation of WebViewDelegate.addWebViewAssetPath in the framework no longer calls getAssets() on the context that's been passed to it (it only uses getApplicationInfo()) so the workaround of passing a ContextWrapper here to override getAssets() is obsolete now that we no longer support API23 and below. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
