[dPWAs] Remove IsTrackingMetadata() CHECK in ApplySyncChanges This CL removes a CHECK in WebAppSyncBridge::ApplySyncChanges() that sync is actively tracking the sync profile. ApplySyncChanges() is used in an error state code path when the sync metadata is invalid and needs to be reset. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
