network: Remove unused custom_proxy_*_cache_headers fields

These fields (`custom_proxy_pre_cache_headers` and
`custom_proxy_post_cache_headers`) were originally added by
https://crrev.com/c/1260262 to support DRP proxy, but it is not used
after https://crrev.com/c/2101318.

This change removes these fields from:
- `network::ResourceRequest` struct
- Mojo traits for `network::ResourceRequest`
- `network::URLLoader` class
- Prefetch matching logic (`prefetch_matches.cc`)

The corresponding UMA enum values (41 and 42) in
`Network.ResourceRequest.FieldsMatchedWhenServingFromCache` have been
marked as deprecated in enums.xml.

Logo Chromium

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
