Use raw disable reasons getter in ExtensionTelemetryService ExtensionPrefs::GetDisableReasons will soon start collapsing unknown disable reason values to DISABLE_UNKNOWN. All callers which need the actual unknown values must use ExtensionPrefs::GetRawDisableReasons. We have migrated all such callers to do so. This CL migrates the last remaining caller (ExtensionTelemetryService) to use the raw getter. ExtensionTelemetryService must use the raw values because: 1. DISABLE_UNKNOWN is a runtime-only reason. It is never written to browser preferences or sent to external services (e.g. sync). 2. ExtensionTelemetryService is already reporting unknown reasons. If we start collapsing unknown reasons in telemetry reports now, it will be a breaking change. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
