Use raw disable reasons getter in ExtensionTelemetryService

ExtensionPrefs::GetDisableReasons will soon start collapsing unknown
disable reason values to DISABLE_UNKNOWN. All callers which need the
actual unknown values must use ExtensionPrefs::GetRawDisableReasons.

We have migrated all such callers to do so. This CL migrates the last
remaining caller (ExtensionTelemetryService) to use the raw getter.
ExtensionTelemetryService must use the raw values because:

1. DISABLE_UNKNOWN is a runtime-only reason. It is never written to
browser preferences or sent to external services (e.g. sync).
2. ExtensionTelemetryService is already reporting unknown reasons.
If we start collapsing unknown reasons in telemetry reports now,
it will be a breaking change.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
