[autofill] Ignore accepting unacceptable suggestions

Tapping on a GPM passkey can result in disabling all autofill options
by setting is_acceptable = false. The current architecture requires
every client handle that, which is made untenable by the fact every
suggestion type can now be set to is_acceptable = false. This CL moves
the logic up to the autofill popup controller.

This fixes a bug where the user can tap unacceptable suggestions by
universally ignoring those taps.
