media/gpu: Add VulkanImageProcessorBackend Adds a preliminary VulkanImageProcessorBackend for the purpose of MM21 detiling and scaling. This CL also includes a basic unit test that compares the output of the vulkan image processor with an equivalent multi-step LibYUV process. Bug: b/251458823 Test: Tested by running the new unit test on a cherry. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
