Add a spec link in NavigationEarlyHintsManager::HandleEarlyHints The spec may be a bit difficult to understand, but it basically says that: * Handle the first early hints and ignore subsequent early hints. * When cross-origin redirect happens, discard the early hints initiated requests and treat the next early hints is the first early hints. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
