Nocompile fixes for new clang only Clang changed some of the diagnostics it outputs, so we need up update our nocompile tests to match. To be compatible with pinned clang as well as ToT, some of the new errors need to be optional (expecting 0-1 instances); we can remove this during the next clang roll. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
