[APS] Allow APS installed OEM apps to perform updates. This CL updates apps with an install source of kOem to perform manifest updates without prompting the user. This is needed because the information used to install the app could be outdated, and it's bad user experience for the user to see the prompt for an app that has just been installed. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
