media: Add a new mojo interface to query media foundation preferences This CL adds a new mojo interface that handles media foundation preferences queries. Currently, we have a MediaFoundationServiceMonitor that is a singleton in the browser. MediaFoundationServiceMonitor is used to query the local state and makes provides an interface to make decision on whether or not to fall back from a Hardware Secure Decyrption to Software Secure Decyrption. This CL add a mojo interface to facilitate access to fallback decision from render frame (in future CLs). To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
