[Extensions] Re-enable Downloads API test that was disabled on
ChromeOS.

This test passed without flakes for 3000 iterations on the
release build. It failed once out of 3000 iterations on the
debug build. I'll monitor the debug build for flakes and disable
it there if necessary.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
