[Bundled Security Settings] Extract row UI to its own element

This CL extracts the UI that was originally in security_page_v2 into a
`security-page-feature-row` component. We will use this for each setting
that will be included in the security bundles.

The `security-page-feature-row` component will essentially offer an
expandable toggle button. This will be used for settings that have an
on/off feature and multiple options while the state is on.

This new component will let us encapsulate and test the common logic
that will be needed for each bundled settings feature. These changes
include:
1. Conditionally removing the toggle button and displaying the user's
bundle state when the feature is enabled
2. Adding an off icon when the feature is disabled

These changes will be accomplished in subsequent CLs.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
