Reland "Prerender2Desktop: Update field trial testing config" This is a reland of commit b96c2dd0f4f11cb82413e382ffc3981ad91be517 This CL adds `EnabledPrerenderSpecRules` group for P2D experiment and make experiment names up to date. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
