[omnibox] Dark launch company entity adjustment (moderate variant). Without the associated server-side launch (which will come later), this feature is currently a no-op in terms of user-visible behavior. Once fully launched (client-side + server-side), this feature is projected to have minimal metrics movements, as noted in the latest metrics analysis report: http://shortn/_MbFjyGhuGG. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
