personalization: migration a few simple js files to ts

This is the first batch of js files, picked a few simple ones. The only
one that's a bit complicated is the common/constants.ts

Removed all closure compiles.

Also moved mojom file to webui flavor of js binding which has js modules,
basically better types to use.

Removed local copy of file_path.mojom js file, use the shared one in
chrome://resources.

Moved one method from common/utils.js to trusted/utils.js. It has mojom
dependencies which cannot be used in untrusted.
